True, but this is an artificial monopoly. In many areas, people get
hand-helds anyway and just use the ether, disregarding government
pretensions that it owns the ether.

You can't just get a phone set or a cellphone, and use it to communicate.
You have to talk to the owners of the hardware infrastructure.

It shows that the cellphone is closer to the telephone than a hand-held
radio.
