David is more than a little correct in pointing out that the lack of understanding or knowledge on the part of teachers in regard to the effective use of computers is a large problem. It is also easy and convenient for administrators to wrongly conceive the value of computers, and this is often done with little thought relative to who will use the computers, how they will be used, and how they can be maintained and developed as tools. Computers exist within school systems as tangible evidence that progress is being made. "Look! We have computers." They look good on the itemization of expenses and in the eyes of taxpayers. They are tangible and evident.
