Interesting ... a government propoganda unit (the BBC's overseas
(World Service) funding comes entirely from the UK Foreign Office)
helping establish an association of "Independent" radio broadcasters
in Russia.
And its being done by:

Marshal Plan of the Mind??  Sure has a nice old-fashioned cold war
ring to it ...
