It is touchy how Larry is standing up for his friend Slobo, who wined and dined him for many years of ambassadorship in Belgrade (Eagleburger returned to the U.S. about 20 pounds heavier), but it is essentially his own butt he is trying to protect. The various business dealings that Eagleburger brokered between Milosevic's run Yugoslav companies and the US corporations, including deals between military-industrial complexes went on well into the start of wars of Yugoslav succession, and are stopped only after the sanctions took effect (at least the open, public end of those businesses was stopped).
