To achieve this, working with a very open network architecture proved to be necessary. It is this open structure that enabled the growth of the Internet to the global communications-network that it is now, used by individuals and specific user-groups. Untill recently all information on the Net seemed to be free. Without the control of the various gouvernements or corporate industries, all sorts of information could be uploaded to nodes on the net and this information could be accessed freely. This situation is slowly changing, the root of these changes is to be found in the possibilities to use the Net commercially and in the need for control from the parts of corporations, religious organisations and the gouvernements. A fine example of gaining control, or beter to 'filter' information, is the recent signing by Bill Clinton of the 'Communications Decency Act', the CDA is legislation aimed to obstruct indecent language and sexually explicit imagery. What will be the consequences for the Net and for the users who, up till now, thought they were in charge of rules and regulations. And what will it mean for the use of the Net as a platfrom for the arts and culture. What possible solutions can be found in the cultural world, and what initiatives are already there, to stop these changes on the Net. **************************************************************************** Speakers: in this programme two invited speakers will do a presention on the filters on information. Daniel J. Weitzner (Washington D.C.), will reflect on the effects of legislation like the Communications Decency as a representative of the Center for Democracy and Technology. He will speak on the recent effects if the CDA and show some insight in what further limitations can be expected for the future. Bert Mulder (NL) information expert, futurologist and consultant for - amongst others- the Dutch gouvernement, wil speak on filters that have their origin in the commercial world. Who will the corporate industries reform the Net to their needs, from a free area where all information can be accessed freely, to an area where we will pay for information. Will the Net develop to another 'normal' commercial Network, where we will pay to read a book, for a newspaper, for television and radio?
