On the grounds of Articles 64, 64, 67 and 72 of the Law on Communications
Systems ("Official Gazette of the Socialist Federal Republic of
Yugoslavia" issues 41/88, 80/89 and 29/90) and "Official Gazette of the
Federal Republic of Yugoslavia", issues 34/92 and 24/94)

			     AN OPEN BID

	FOR ISSUE OF LICENSES FOR TEMPORARY USE OF RADIO FREQUENCIES 
			   AND TV CHANNELS



In keeping with the plans of allocation of radio frequencies and TV
channels in radio-diffusion ranges and on the grounds of international
agreements binding for the Federal Republic of Yugoslavia, the Federal
Telecommunications Ministry calls an open bid for issue of licenses for
temporary use of radio frequencies and TV channels on the territory of the
Federal Republic of Yugoslavia.

APPLICATION REQUIREMENTS FOR THE OPEN BID:

1.	All legal entities registered at the competent courts for radio
diffusion operation and based on the territory of the Federal Republic of
Yugoslavia can apply for the open bid.

2.	The license for temoprary use of radio frequencies is valid for 12
months, whereas the one for TV channels is valid for 24 months. The
term of validity of the license can be extended.

3.	The license for temporary use of radio frequencies and TV channels
will be issued at an adequate fee.

4.	Further details on such fees can be obtained from the Federal
Telecommunications Ministry;

5.	The amount of the fee will depend on the force of the transmitter,
the zone of coverage and the area of coverage (urban/rural);

6.	For the issue of the license for temporary use of a second radio
frequency of TV channel, the fee will be increased by 50%.

7.	Applications filed after the publication of this open bid must
include:

- Proof from the competent court that the applicant as a legal entity has
been entered into the court register for radio diffusion operation;

- Broadcasting conditions and programming schedule;

- Technical documentation in keeping with the Book of Rules on Technical
and Exploitation Conditions Under Which Radio Diffusion Stations May Be
Used for TV Broadcasts, the Book of Rules on Technical and Exploitation
Conditions of Radio Diffusion Stations for Frequency Modulated Broadcasts,
the Book of Rules on Radio Stations That Can Be Set Up in Cities and
Settlements of Urban Charachter and rules that regulate the domain of
facility construction works;

- Building license;

- Approval from the power-supply authority;

8.	The aplication deadline is 30 days of the publication of the open
bid in daily press.

THE DECISION ON THE ISSUE OF A LICENSE FOR TEMPORARY USE OF RADIO
FREQUENCIES AND TV CHANNELS WILL BE HANDED DOWN WITHIN 60 DAYS OF THE
TERMINATION OF THE APPLICATION DEADLINE.
