Two days of lectures, debates, workshops, interactive discussion and
interviews.

A meeting for ministries of culture, cultural foundations, artists'
organizations, cultural advisors and scientists in the fields of culture or
politics and policy.

On the initiative of the Netherlands Foundation for Fine Arts, Design and
Architecture, the Center for Art and Culture at the Erasmus University in
Rotterdam has been conducting a comparison of policies affecting the visual
arts in the various European countries.  The study focuses primarily on the
way in which these different countries give shape to their policy concerning
individual artists.
The resulting report of this study will form the basis for a two-day
conference on 'Government and the Market in the World of the Fine Arts', to
be held on 26 and 27 November, 1998.

Central Theme
* What role do government institutions play in the field of visual arts?
* To what extent does governmental policy stimulate or frustrate the
creation of a flourishing art market?
* Which regulations are productive in stimulating the market for art?

Information about art policy in The Netherlands, Denmark, Sweden, Austria,
England, Scotland, France and Germany
All participants will receive the report entitled Similar, yet different.
>From cultural policy to subsidy for artists well in advance of the
conference.  This report enables participants to examine the various ways in
which eight European governments shape their art policy, ranging from policy
goals to the specific regulations supporting the visual arts and artists
that are offered within a particular country.

Discussion
This stock-taking has given rise to a number of discussion points, such as:
* How can a government promote a fertile art climate through regulatory
means? What is the central focus: art, or artists? Quality, or social
security? Production, distribution and consumption of art, or the producers
of art themselves?
* What type of art or artist is supported? Does a government have a monopoly
on taste as soon as the size of the market is of negligible significance?
What is the effect of market-stimulating regulations? In what way can the
internationalization of the art market best be encouraged?
* What is the reason for government intervention? Is a government
responsible for artists' incomes? To what extent is there a social component
in art policy? Is it desirable to promote national art? Is it desirable to
offer the public as much art as possible at many different locations?
* How do national governments, artists, scientists and art critics consider
the art that is subsidized by the government? And the art that is subsidized
in other countries?
* How are artists selected? Should the government refrain from judgement
with respect to content? Should a panel of experts reach a consensus or can
an individual provide a more genuine interpretation when it comes to
distributing subsidies?
* Should artists be free to decide how they will use subsidies? Or
can/should the government set up criteria or use guiding regulations to
steer developments in a particular direction?

groups - one in the morning and one in the afternoon - choosing from the

* the relationship between government and the art market
* a policy on artists or a policy on art
* selection procedures and a possible monopoly on taste
* establishing a national art image and internationalization
