ALBANIANS BLOCKING RAMBOUILLET TALKS Serbian state delegation accepted to participate in Rambouillet talks on a peaceful settlement for Kosovo problems showing its willingness to solve the crisis by peaceful and political means. The delegation accepted the Contact Group's document with ten principles for the Rambouillet talks. Serbian delegation insisted that, as first step, both sides in talks sign those ten principles,as the basis for further negotiations about Kosovo's autonomy. Those principals are giving the guarantee for the sovereignty and territorial integrity of Serbia and Yugoslavia, strongly opposing the concept of independence for Kosovo as republic. Also, Serbian state delegation asked to sit at the same conference table with the ethnic Albanian delegation, in order to discuss the Kosovo problem directly with them. But the ethnic Albanian delegation at Rambouillet refused to sign the ten principles from the Contact Group's document, and is refusing to sit down at the same conference table with the Serbian state delegation. The Contact Group and its mediators are also responsible for that. In the same time, almost every day in Kosovo there are terroris attacks, bomb explosions, kidnappings, executions of Serb civilians or Albanians that are loyal to Yugoslav and Serbian state, done by the illegal so-called Kosovo Liberation Army. Now it should be clear to everyone who is for peaceful and political solution of the Kosovo problems, and who is provoking violence and disorder. From the beginning of Kosovo crisis the main problem are not the human rights of ethnic Albanians, which are same for all 26 other ethnic communities living in Serbia at the moment, but their separatism and wish for independent state. Now it is on Contact Group and international community to force Albanian separatists to sit down with Serbian state representatives and accept principles of the Contact Group document, which is the basis for a possible peaceful agreement. The pressures of NATO and USA with threats of military interventions in Serbia, besides their irregularity and unjustness, are supporting Albanian separatists noncooperativness.
